God has nothing in common with evil nor does he use evil for his purposes whatsoever, please read the Bible especially the New Testament and please don't quote Romans 8:28 out of context meaning keep it in context starting at Romans 8:1. If God used evil to further his purposes why does he command us to put on his full armor so that we can resist and stand in the evil day?? God allows what Man allows therefore God allows evil when Man does and allows evil. Why did Jesus go around casting out evil spirits and gave his disciples the power and authority to do likewise? What about acts 10:38?
