God created hell for fallen Lucifer and the third of the Angels and not for man, anyone who goes to hell for eternity is Man's own doing and not God's doing. If it was God's will for Man to go to hell, there would be no Cross. The Cross and the New Birth is the key to staying out of hell and getting into Heaven when you die.
